On August 2, 2023, the Insurance Commissioner conducted a meeting with journalists at the Zanzibar Insurance Authority Offices. The purpose of the meeting was to inform the public about the findings of the inspection of Motor Vehicles in the Urban District of Unguja. The inspection, which took place from July 25 to July 31, 2023, was conducted by the Tanzania Insurance Regulatory Authority (TIRA) in Unguja, in collaboration with the District Commissioner, Hon. Rashid Msaraka, the Police Force, and the Special Forces of the Revolutionary Government of Zanzibar.

During the public announcement, Insurance Commissioner Dr. Baghayo A. Saqware disclosed that the insurance agency "TABASAM CENTRAL AGENCY COMPANY LTD" was found to be in violation of the Insurance Law Chapter 394 and Circular number 093/2021. They were found to be withholding insurance fees without submitting them to the insurance company. As a consequence of these infractions, the Insurance Commissioner officially banned TABASAM Insurance agency from conducting insurance business in the country and handed over the case to other legal authorities for further action.

Furthermore, the Insurance Commissioner urged all insurance service providers in the country to adhere to the Laws, Regulations, and Insurance Guidelines to establish a fraud-free insurance market that promotes professionalism and healthy competition. The ultimate goal is to ensure a safe insurance market under the supervision of TIRA.
