On 15 July 2023 at the Glan Melia Hotel in Arusha, an awareness seminar for the Ministry of Energy and the Experts of the National Energy Projects Dialogue Team related to the Oil and Gas Insurance Consortium, the responsibilities and benefits of the operations of the Insurance Consortium and how the consortium can be involved in various energy projects and areas of cooperation between the Ministry of Energy, Tanzania Insurance Regulatory Authority (TIRA) and Insurance Companies was opened by the Minister of Energy of the United Republic of Tanzania Hon. January Yusuf Makamba, Where 22 insurance companies have joined forces to solve the opportunities of the energy sector such as risks in oil and gas projects.

Speaking at the opening of the seminar, the Minister of Energy Hon. January Yusuf Makamba urged the insurance companies to come up with the skills and knowledge to tap into the opportunities available in the energy sector to promote the contribution of the insurance sector to the national economy.

On the other hand, Commissioner of Insurance Dr. Baghayo A. Saqware said the oil and gas consortium was officially launched on 16 November 2022 by the Deputy Minister of Finance Hon. Hamad Chande. He also insisted the aim of the consortium is to ensure that the underwriting of risks in oil and gas projects in the country is at least 45% in order to bring productivity to the country and the economy as a whole.

The seminar was attended by various officials including the Minister of Energy, Hon. January Yusuf Makamba, Deputy Permanent Secretary of the Ministry of Energy, Athumani Mbuttuka, Commissioner of Insurance Dr. Baghayo A. Saqware, Deputy Commissioner of Insurance. Khadija I. Said, Chairman of the Parliamentary Permanent Committee on Energy and Minerals Hon. Dunstan Luka Kitandula, Member of the Parliamentary Standing Committee on Energy and Minerals Hon. Iddi Kassim Idd, Director General of the Petroleum Upstream Regulatory Authority (PURA) Eng. Charles Sangweni, Chairman of the Parliamentary Standing Committee on Budget Hon. Daniel Sillo, Members of the Parliamentary Standing Committee on Budget Hon. Dr. Charles Kimei, and Hon. Zaituni Swai, Assistant Commissioner for Petroleum Development Ministry of Energy, Mr. Marwa Petro, Chairman of the Association of Tanzania Insurers (ATI) Mr. Khamis Suleiman as well as various stakeholders in insurance and energy sectors.
